Abstract

In order to transform e-government initiatives into significant results, several determining factors of success that influence the development of e-government projects and that vary according to the structural characteristics of the social, cultural and political environment must also be considered. The aim of this paper is explore some determining aspects of success that affect the development of e-government of the most representative cantons in Ecuador. The result of this study has made it possible to classify municipalities according to their e-government index and has also allowed establishing a baseline of determining aspects that influence the development of municipal e-government, such as: size of the government, population density, financing, geographic location, demographic resources, among others. The main determining factors that lead to success in e-government initiatives present many differences when referring to a unified conceptual framework.
