As a research methodology there is a field study based on a survey applied to 45 employees (bosses and IT workers) who work in 22 public institutions located in the province of Manabí, Republic of Ecuador, in this study they identify aspects such as: a) the professional profile of the personnel that works in this areas, b) the standards that apply to government, demand management and IT service management, c) levels of implementation of the IT services catalogue.
