Higher education and licensing: The case of the universities of Peru

Abstract

© 2017. This article analyzes the licensing process and its impact on university higher education in Peru. The thesis defends a main aspect; as the implementation of a normative or procedure can conclude in being a condition for the development of universities, especially public; against political power in an unequal confrontation, which means a clear violation of university autonomy, entering the dilemma of being or not be critical of governments, when the existence of them depend on supra-university bodies.
