Rules and policies for dissemination of digital public information in municipalities

Abstract

The Diffusion of public information through electronic media providing administrative transparency and allow to increase the legitimacy of the government to enable citizens to participate in public affairs and that public authorities can to account for its actions to citizens. This paper refers to the form of application of Technical Standards and processes of information technology, IT. Using the methodology of work simplification, IT Technical Standards in force were applied in Ecuador. For this work was taken as reference Decentralized Autonomous Government of the Municipality of Ambato, DAGMA, for which the collection of information previously carried out, which helped to diagnose the current situation of e-Government del DAGMA through the SWOT analysis. Then, rules and policies were defined for the diffusion of digital public information, and explains how to apply the rules properly through the methodology for developing manuals, policies and procedures, resulting in the Application Guidelines of Standards and Policies for the dissemination of public information in the Digital DAGMA.
