Expansion of cities and the concentration of more and more population in them requires urbanization works that produce transformations of the natural environment such as an increase in the impervious area due to the reduction of the surface of vegetation cover and the reduction of recharge of aquifers. This paper discusses the implications of the Tijuana urban area's historical growth, focusing its attention on these modifications' social and environmental impact on the banks of the Tijuana River - Arroyo Alamar. Likewise, a regional frequency analysis based on the L-moments methodology is carried out for the Tijuana River Basin to estimate the recurrence of meteorological drought episodes with expected rainfall for different return periods. The information presented represents an input in preparing management plans for the available water resources in the region and the development of resilient and sustainable cities.
